This Request for Proposals (the “RFP”) is an invitation by the City of St. Albert (the “City”) to prospective proponents to submit proposals for Active Transportation 2025-2026, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

The City of St. Albert is an urban municipality of approximately 72,316 residents located immediately adjacent to the northwest border of the City of Edmonton. St. Albert is primarily a residential community with a mixture of both old and newer areas, as well as two light industrial parks, commercial areas and numerous recreational parks.

The City of St. Albert is requesting proposals from qualified, licensed and professional consulting firms to provide engineering services for the complete design, provide tendering support, and construction management of Active Transportation Plan within the Campbell Business Park area.

  • Design has been completed for two sites to +/-90% completion. The two sites include Corriveau Avenue from Carnegie Drive to Veness Road with anticipated construction 2025 and Carnegie Drive from Corriveau Avenue to Boudreau Road for design completion.
  • Carnegie Drive from Corriveau Avenue to Boudreau Road includes tender support/completion and construction management with anticipated construction 2026 

Corriveau Avenue requires finalization of agreement between the City and CN Rail.

The remaining areas, shared in the attached map, are requested as additional work and will require preliminary to detailed design, with tender support and construction management.

  • Road segments of Campbell Business Park north of Corriveau Avenue (Carleton Drive, Centre Street, Cust Avenue, Circle Drive, Carleton Drive and Chevigny Street): Design and construction 2027.
  • Road segments of Campbell Business Park south of Corriveau Avenue (Calder Place, Chatelain Drive, and Chisholm Avenue) Design and construction 2028.
