1. Notice of Intent (“NOI”)

This Notice of Intent is issued by City of St. Albert (the “City’) for procurements as required by policy and trade agreements in relation to a specific procurement, as detailed below. 

This is a public notice indicating to the vendor community that the City intends to award a contract for goods, services or construction to a pre‐identified vendor, thereby allowing other vendors to signal their interest in bidding, by submitting a Statement of Capabilities. If no vendor submits a Statement of Capabilities that meets the requirements set out in this NOI, on or before the closing date specified above, the City may then proceed with the award to the pre‐ identified vendor.

The City has a requirement for a digital plan review software for City use. The purpose of this NOI is to signal the City’s intention to award a contract for these services and/or goods to the vendor identified in this notice.

Before awarding a contract, however, the City provides other vendors with the opportunity to demonstrate that they can satisfy the requirements set out in this NOI by submitting a Statement of Capabilities during the posting period.

If other potential vendors submit Statements of Capabilities during the posting period that meet the requirements set out in the NOI, the City may undertake a public bid solicitation process in order to award the contract to a vendor that meets the City’s requirements. If no other vendor submits, on or before the closing date a Statement of Capabilities meeting the requirements set out in this NOI, a contract will be awarded to the pre‐selected vendor.

2. Description of Procurement

The City intends to award the delivery of a digital plan review software called DigEplan to integrate with Cityworks PLL software to Avolve Software Corporation (Avolve).

The scope of work includes a digital plan review application that integrates to Cityworks PLL and enables plan review, electronic stamping, and improves workflows/tracking features.

A Digital Plan Review solution would provide a centralized platform for reviewing drawings, tracking comments, managing revisions and version control, electronic approvals and stamping of plan, and supporting applicant communication throughout the review lifecycle.

The scope of work includes consideration for the following:

• Provision and licensing of a cloud-based digital plan review platform.
• Native integration with the City's existing Cityworks PLL permitting, planning, and development application environment.
• Configuration of electronic plan review workflows for Planning, Engineering, Building, Fire Services, Utilities, and other participating business areas.
• Support for concurrent multi-department plan review and collaboration.
• Electronic markup, annotation, redlining, commenting, revision comparison, overlay, and correction management functionality.
• Electronic stamping and approval capabilities for plans and supporting documents.
• Applicant collaboration functionality, including review of comments, response to corrections, submission of revised plans, and monitoring of application status.
• Retention of plan review records, comments, approvals, and audit history within the City's permitting record.
• Integration with the City's authentication and security framework, including support for enterprise identity management.
• Integration with ArcGIS and GIS-based information to support development review processes.
• Configuration of automated notifications, workflow tracking, reporting, and performance monitoring capabilities.
• Support for digital records management, transparency, and audit requirements associated with development approvals.
• User acceptance testing, implementation, deployment, and transition to production operations.
• Training and knowledge transfer for system administrators, business users, and reviewers.
• Ongoing software maintenance, updates, technical support, and vendor-provided customer support services.
• Future-ready capabilities that support workflow automation, artificial intelligence-assisted plan review, submission validation, and other process improvement initiatives.
• Support for viewing, markup and review of AutoCAD files.

The intended outcome of this procurement is to modernize the City's document and plan review process, reduce permit review timelines, improve transparency and collaboration, enhance applicant experience, and increase organizational capacity to support permit approvals objectives under the Housing Accelerator Fund program.

3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)

Any interested vendor must demonstrate in a Statement of Capabilities that its proposed solution meets all of the following minimum essential requirements. Vendors that do not demonstrate compliance with all minimum essential requirements may be determined to be incapable of meeting the City's requirements and may not be considered further.

The solution must:

• Provide native integration with the City's existing Cityworks PLL environment and operate directly within Cityworks PLL permitting, planning, development, licensing and land management processes.
• Support enterprise authentication and allow users to access plan review functionality without requiring separate user accounts or independent authentication systems.
• Work without custom middleware, third-party integration platforms, manual synchronization processes, or duplicate workflow engines to enable integration with Cityworks PLL.
• Support concurrent plan review by multiple internal departments and external review agencies, allowing reviewers to collaborate simultaneously on the same application and associated documents.
• Maintain a complete and auditable record of all review activities, comments, markups, approvals, revisions, and decisions within the City's permitting record.
• Provide integrated GIS capabilities and support access to ArcGIS-based parcel, zoning, utility, addressing, and other spatial information during the review process.
• Be capable of implementation, configuration, testing, and deployment within ninety (90) calendar days of contract award.
• Leverage and preserve existing Cityworks PLL workflows, tasking, statuses, approvals, and business processes without requiring significant redesign or replacement.
• Provide interactive applicant collaboration capabilities, including the ability for applicants to review comments, respond to corrections, upload revisions, and track review progress.
• Support current or future integration of artificial intelligence (AI) capabilities that can assist with submission validation, plan review activities, workflow automation, quality assurance, comment generation, and other process improvement initiatives.
• Ability to view, compare, review, and digitally mark up AutoCAD and related engineering drawing files, enabling collaborative plan review, version control, comment tracking, and seamless integration with permit application workflows without requiring desktop CAD software.

4. Award Details
   1. Vendor (pre-identified): Avolve Software Corporation
   2. Time Frame for Delivery or Length of Contract and Extension Options
      It is anticipated that the resulting contract will be awarded by the end of 2026 and will be for a term of 3 years with an option to extend on the same terms and conditions for an additional term of up to 2 years.
   3. Value: $200,000.00 excluding GST.
       

5. Deadline for Statement of Capabilities

The submission deadline for this NOI is October 13, 2026, 2:00:00 PM Local time.
