This Request for Proposals (the “RFP”) is an invitation by the City of St. Albert (the “City”) to prospective proponents to submit proposals for Lakeview Servicing Design & Construction Management Services, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

The City of St. Albert is requesting proposals from qualified, licensed, and professional consulting firms for detailed design and construction management services to realign and upgrading Range Road 260 between Township Road 540A and Meadowview Drive, as well as Meadowview Drive between Ray Gibbon Drive and realigned Range Road 260. This includes the design and construction of all storm, sanitary, and water utilities and associated infrastructure (i.e. stormwater management facilities, lift stations, etc.), plus roadway lighting coordination with Fortis Alberta.

In addition, preliminary design (to a 60% design level) for Township Road 540A from west of Range Road 260 to Carrot Creek is also required. Township Road 540A is planned as an urbanized four-lane divided arterial roadway that transitions to an urbanized two-lane undivided arterial in advance of Carrot Creek. This includes an upgraded at-grade crossing of the CN Sangudo rail line plus a new urbanized two-lane bridge with active transportation accommodation across Carrot Creek.
