  1. Notice of Intent (“NOI”)

 

This Notice of Intent to c is issued by City of St. Albert (the “City’) for procurements as required by policy and trade agreements in relation to a specific procurement, as detailed below. 

This is a public notice indicating to the vendor community that the City intends to award a contract for goods, services or construction to a pre‐identified vendor, thereby allowing other vendors to signal their interest in bidding, by submitting a Statement of Capabilities. If no vendor submits a Statement of Capabilities that meets the requirements set out in this NOI, on or before the closing date specified above, the City may then proceed with the award to the pre‐ identified vendor.

The City has a requirement for Servus Place Fire Alarm Booster Device Replacement – Phase 3. The purpose of this NOI is to signal the City’s intention to award a contract for these services and/or goods to the vendor identified in this notice.

Before awarding a contract, however, the City provides other vendors with the opportunity to demonstrate that they can satisfy the requirements set out in this NOI by submitting a Statement of Capabilities during the posting period.

If other potential vendors submit Statements of Capabilities during the posting period that meet the requirements set out in the NOI, the City may undertake a public bid solicitation process in order to award the contract to a vendor that meets the City’s requirements. If no other vendor submits, on or before the closing date, a Statement of Capabilities meeting the requirements set out in this NOI, a contract will be awarded to the pre‐selected vendor.

 

  1. Description of Procurement

The work requested through this procurement is to replace existing booster devices within the fire alarm system at Servus Place and to complete associated programming, verification, engineering, and troubleshooting services.

This procurement is Phase 3 of the Servus Place fire alarm lifecycle renewal. Phases 1 and 2 upgraded and renewed components of the existing Siemens proprietary fire alarm system at Servus Place, with the City’s approach focused on upgrading existing Siemens system components (rather than introducing a new platform) to maintain system compatibility and continuity of operation.

Phase 3 addresses remaining lifecycle issues within the existing system, specifically the replacement of fire alarm booster devices and related batteries/cards.

This work includes the replacement of the booster devices, followed by verification with a professional engineer present to finalize sign-off. The work also includes an investigation of the root cause of the existing sync issue once the boosters have been replaced and a determination of whether any devices within the pool area still require replacement.

This procurement specifically includes:

  • Supply and installation of booster equipment
  • Programming of panel
  • Verification of devices/parts
  • Engineering support and verification sign-off
  • Final AHJ testing and certification
  • Customer training
  • Preparation and submission of verification report
  • Investigation of sync issue following booster replacement

The equipment included in this procurement consists of:

  • 6 PAD5-6A-R complete 6A PAD-5 red kits
  • 12 LPL12-18 batteries, 12V 18AH
  • 6 PAD-5-CLSA PAD-5 NAC expander cards

     

  1. Justification of Award

    The City intends to sole source this work to Siemens Canada Limited because the work must be completed, and remain fully compatible with, the existing Siemens proprietary system architecture. 

    Siemens Canada Limited is the City’s current service provider for the Servus Place Siemens fire alarm system, including ongoing maintenance, annual audits, and repairs. Siemens also supports the City’s Siemens-based building automation system. This means Siemens already has the programming environment and site familiarity required to perform work on the installed proprietary platform with minimal downtime.

    Using the original equipment/service provider reduces technical and life-safety risk associated with third-party access, programming, and commissioning of proprietary fire alarm components, and supports a single point of accountability for system performance, verification documentation, and coordination through final AHJ testing.

    Award to Siemens also supports continuity across all phases of the renewal program and helps minimize operational disruption at a complex, highly used facility. Siemens’ familiarity with the installed platform and prior upgrade phases helps reduce downtime and the potential need for extended interim measures (e.g., fire watch) during commissioning and troubleshooting.

     

  2. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)

Any interested vendor must demonstrate in a Statement of Capabilities that it meets all of the listing below and section 2. Description of Procurement and 3. Justification of Award. The City reserves the right to validate the submitted Statement of Capabilities within a set time period, if applicable.

  • Ability to supply and install the required fire alarm booster replacement equipment fully compatible with the existing Servus Place Siemens fire alarm system
  • Ability to provide programming, commissioning, and verification services for the existing installed system
  • Ability to provide professional engineering support for verification and sign-off
  • Ability to complete final AHJ testing and certification
  • Ability to investigate the root cause of the sync issue following booster replacement and advise whether additional devices in the pool area require replacement
  • Ability to supply the service at equal or lesser cost
  • Ability to perform the work with minimal impact to facility operations
  • Consistent with familiarization of the existing system and prior upgrade phases
  • Potential for future compatibility with the City’s existing Siemens building automation environment

The City reserves the right to validate submitted Statements of Capabilities within a set time period (if applicable).

    Value: $51,447.29 excluding GST
