1. Notice of Intent to Award (“NOA”)
This Notice of Intent to Award is issued by City of St. Albert (the “City’) for procurements as required by policy and trade agreements in relation to a specific procurement, as detailed below. This is a public notice indicating to the vendor community that the City intends to award a contract for goods, services or construction to a pre‐identified vendor, thereby allowing other vendors to signal their interest in bidding, by submitting a Statement of Capabilities. If no vendor submits a Statement of Capabilities that meets the requirements set out in this NOA, on or before the closing date specified above, the City may then proceed with the award to the pre‐ identified vendor. The City has a requirement for Neptune water meters and reading systems, equipment, operations, maintenance and support services. The purpose of this NOA is to signal the City’s intention to award a contract for these services and/or goods to the vendor identified in this notice. Before awarding a contract, however, the City provides other vendors with the opportunity to demonstrate that they can satisfy the requirements set out in this NOA by submitting a Statement of Capabilities during the posting period. If other potential vendors submit Statements of Capabilities during the posting period that meet the requirements set out in the NOA, the City may undertake a public bid solicitation process in order to award the contract to a vendor that meets the City’s requirements. If no other vendor submits, on or before the closing date a Statement of Capabilities meeting the requirements set out in this NOA, a contract will be awarded to the pre‐selected vendor.
2. Description of Procurement
The City intends to continue with the purchase of Neptune water meters and reading systems, including installation, operation, maintenance, and support services for 5 (five) years. 3. Justification of Award In 2017 a competition was posted for the City of St. Alberts Water Meter program.( ITT17-0029). Neptune Technology Group Canada was the successful proponent to this competition for the supply and install, operation maintenance and support of the Neptune water meters and reading systems. Neptune Technology Group Canada is the Manufacture of this product and is the current service provider for the existing hardware; Neptune Technology Group Canada will be awarded this contract to ensure the continuity of our utilities and the consistency of the Neptune water meters and reading systems for our complete Neptune system. It is the City’s understanding that only Neptune water meters and reading systems are compatible with the existing system and Neptune Technology Group Canada is the OEM manufacturer of Neptune equipment in Alberta.
4. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) Any interested vendor must demonstrate in a Statement of Capabilities that it meets all the following. The City reserves the right to validate the submitted Statement Capabilities within a set time period (if applicable)
5. Award Details
Vendor (pre-identified): Neptune Technology Group Canda.
It is anticipated that the resulting contract will be awarded for 5 (five) year term.
6. Deadline for Statement of Capabilities The submission deadline for this NOA is February 29, 20242:00:00 PM Local time.

The City will not accept any respondent’s communications by any other means, except as specifically stated in this NOA.
