This Request for Proposal (the “RFP”) is an invitation by the City of St. Albert (the “City”) to prospective bidders to submit bids for Annual Catch Basin Cleaning Program (2026-2030), as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”), and described generally as the work (the “Work”). 

The Work, to successfully clean approximately 700+ catch basins throughout The City, to be undertaken is generally described as, but not limited to, the following:

• Cleaning and flushing of existing catch basins on arterial and collector roads throughout St. Albert
• Remove the accumulated road sand, refuse, and other debris from each catch basin, the gutter mouth of curb inlets and properly dispose of the materials removed.
• Implementation of OSCP and Traffic Accommodation Plan for each catch basin location.
• Decant all water from the catch basins into designated OGI (s) unit.
• Two (2) Cleanings of the decant- OGI unit annually: one cleaning midway and a final clean upon completion of program
• Dispose of all waste material at the designated City bin transfer site located on Villeneuve Road.
• Reporting catch basin data on ARC GIS Field Maps- mobile device required-tablet or iPad, similar 

All Work is to be completed in accordance with the November 2021 edition of the City of St. Albert Municipal Engineering Standards and Appendix D.
