This Request for Proposals (the “RFP”) is an invitation by the City of St. Albert (the “City”) to prospective proponents to submit proposals for the Transit Corridor & Neighbourhood Intensification Strategy, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). In March 2025, the Government of Canada announced it would be providing the City of St. Albert with $11.8 million in funding through the Housing Accelerator Fund (HAF) grant program administered by the Canada Mortgage and Housing Corporation (CMHC). The City will use the funding to help pay for costs to remove development barriers in support of building more housing, more quickly, in St. Albert. The City of St. Albert will be implementing seven (7) approved HAF initiatives:
The City is seeking a consultant to help support two of the seven initiatives approved: 1) Transit Corridor Intensification Strategy, and 2) Neighbourhood Intensification Strategy. As such, this RFP/project will be called the Transit Corridor & Neighbourhood Intensification Strategy. The project objective is to enable redevelopment of residential and mixed-use intensification along the transit corridor of St. Albert Trail, including up to 800 metres of planned transit nodes along St. Albert Trail. Additionally, the enablement of smaller scale intensification within new and established residential neighbourhoods, including 4 dwelling units as-of-right for typical single-detached lots, various ‘missing middle’ development opportunities, and other regulations for larger sites that are likely to be redeveloped in the future (e.g., surplus school site). |
