This Request for Proposals (the “RFP”) is an invitation by the City of St. Albert (the “City”) to prospective proponents to submit proposals for St. Anne Back Lane Reconstruction, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

The work involves completing civil and utility upgrades to the St. Anne Backlane to improve its overall function, and long‑term performance and includes but not limited to;

  • SECTION 1.0: GENERAL WORKS: Includes all work required by the General Conditions or form a part of the entire Contract scope. 
  • SECTION 2.0: SURFACE REMOVALS: Includes all work associated with the removal of asphalt surfaces, concrete infrastructure, and brick crossings, and trees (e.g. curb & gutter, surfaces). 
  • SECTION 3.0: ROADWAYS & EXCAVATION: Includes all work associated with the supply and installation of grading, base preparations, granular base courses, and asphalt paving associated to the roadway. 
  • SECTION 4.0: CURBS, GUTTERS, WALKS & SLABS: Includes all work associated with the supply & installation of concrete work (e.g. curb & gutter, commercial crossings, and barrier curb). 
  • SECTION 5.0: DEEP UTILITIES & TRENCHING: Includes all work associated with the remove & replacement of utility infrastructure and CIPP lining of the proposed storm & sanitary management infrastructure.
  • SECTION 6.0: MISCELLANEOUS: Includes all work associated with in install of the emergency access gate and all landscaping requirements.

Subject to any adjustments in schedule as provided for in the Contract Documents, the City’s desired completion date is as follows:

  • Construction Completion – October 1, 2026
