This Request for Proposals (the “RFP”) is an invitation by the City of St. Albert (the “City”) to prospective proponents to submit proposals for City of St. Albert / City of Edmonton Intermunicipal Planning Framework (IPF), as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

The goal of the IPF is to support innovation and collaboration, reduce costs, and increase economic development between the two municipalities by enabling efficient planning and delivery of select municipal services and infrastructure across the municipal boundary. To that end, the proponent will develop an inter-municipal Land Use, Transportation and Infrastructure Concept and report with recommendations for (joint) infrastructure investment within the study area. The proponent will also complete a Shared Services Opportunity Identification. This last deliverable will be based on a series of workshops (approx. 4 to 6 half-day sessions) that the proponent will plan and facilitate with identified City of St. Albert and City of Edmonton staff, the results of which will be summarized into an Engagement Report.
