GIS Data Migration and Implementation to the Esri Utility Network for Water, Sanitary, Storm Water Datasets Notice of Intent to Award No: NOIA-2025-0057 Issued: March 28, 2025
This Notice of Intent to Award is issued by City of St. Albert (the “City’) for procurements as required by policy and trade agreements in relation to a specific procurement, as detailed below. This is a public notice indicating to the vendor community that the City intends to award a contract for goods, services or construction to a pre‐identified vendor, thereby allowing other vendors to signal their interest in bidding, by submitting a Statement of Capabilities. If no vendor submits a Statement of Capabilities that meets the requirements set out in this NOIA, on or before the closing date specified above, the City may then proceed with the award to the pre‐ identified vendor. The City has a requirement for Geographic Information System (“GIS”) Data Migration and Implementation to the Esri Utility Network for Water, Sanitary, and Storm Water Datasets in relation to its Enterprise Maintenance Management and Asset Management project. The purpose of this NOIA is to signal the City’s intention to award a contract for these services and/or goods to the vendor identified in this notice. Before awarding a contract, however, the City provides other vendors with the opportunity to demonstrate that they can satisfy the requirements set out in this NOIA by submitting a Statement of Capabilities during the posting period. If other potential vendors submit Statements of Capabilities during the posting period that meet the requirements set out in the NOIA, the City may undertake a public bid solicitation process in order to award the contract to a vendor that meets the City’s requirements. If no other vendor submits, on or before the closing date, a Statement of Capabilities meeting the requirements set out in this NOIA, a contract will be awarded to the pre‐selected vendor.
The City intends to award the delivery of specialized data modeling and migration services required to implement the Esri Utility Network (“UN”) for Water, Sanitary, and Storm Water datasets to ESRI Canada (“Esri”). The scope of work includes St. Albert GIS data migration and implementation to the Utility Network for Water, Sanitary, Storm Water datasets. The outcome will be a modernized GIS environment that can support the City’s broader business objectives for spatial asset management and company-wide information sharing for analysis and decision making. It will provide a more comprehensive network management environment that prepares the City for their anticipated future business challenges. The scope of work includes considerations for the following:
The City is planning the implementation of Cityworks AMS for asset and maintenance management. This relative project was done by the City through an open procurement process. Esri is engaged as the implementation partner for Cityworks. Converting the City’s utility data to the Esri Utility Network is a prerequisite for successful Cityworks integration and must be tightly coordinated with Esri’s implementation timeline. Esri will deliver specialized data modeling and migration services required to implement the Esri UN for Water, Sanitary, and Storm Water datasets. This work is foundational to the City’s broader digital transformation strategy, which includes the planned implementation of the Cityworks Asset Management System. The scope of this work directly supports the modernization of the City’s GIS infrastructure and enhances its ability to manage spatial assets across departments. The intended procurement with Esri aligns with the City’s long-term vision for integrated spatial asset management and enterprise-wide data sharing. It ensures technical integrity, minimizes compatibility risks, and leverages the City's investment in Esri’s platform and consulting programs. The proposed work will result in a modernized GIS data environment aligned with the City’s enterprise architecture and asset management goals. Specific deliverables and benefits include: Knowledge Transfer: Training and knowledge sharing to ensure internal staff are equipped to manage and maintain the Utility Network going forward. System Design Review: Professional evaluation of the City’s GIS infrastructure and readiness for Utility Network adoption. Data Modeling and Migration: Transformation of existing Geometric Network datasets to the Utility Network model, supporting accurate, scalable, and analysis-ready data structures. GIS-Cityworks Integration Support: Consulting to ensure seamless GIS integration with Cityworks AMS, reducing implementation risks and ensuring operational alignment. Deployment & Cutover: Delivery of Utility Network environments (Development and Production), validation of data, and support for production cutover activities. The City did not call for open competitive proposals for the following reasons:
Any interested vendor must demonstrate in a Statement of Capabilities how they meet all the listings below. The City reserves the right to validate the submitted Statement Capabilities within a set time period (if applicable):
It is anticipated that the resulting contract will be awarded by late June 2025 and will be until the completion of the deliverables, no later than Q3 of 2026.
Plus, possibility of additional services through change order request: customized onsite training, custom data files, custom print files/extracts, mock election items, dashboard simulations etc.
