This Request for Proposals (the “RFP”) is an invitation by the City of St. Albert (the “City”) to prospective proponents to submit proposals for Midtown Park Conceptual Plan, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

This Request for Proposals (the “RFP”) is an invitation by the City of St. Albert (the “City”) to prospective respondents to submit quotations for development of the Midtown Park Conceptual Plan, as further described in Section A of the RFQ Particulars (Appendix B) (the “Deliverables”).

The network of parks and trails in and around St. Albert is an integral element of the city’s identity and is of critical importance to residents. The Area Structure Plan (ASP) for South Riel includes the provision of a 0.48ha Urban Square. The Midtown Park Concept Plan will create a sense of place and vibrancy that is consistent with the City of St. Albert Parks and Open Space Standards and Guidelines, Municipal Development Plan, Area Structure Plan and Recreation Master Plan. 

The concept plan will focus on conceptually planning a unique high traffic park site that serves the adjacent unique high density and mixed-use housing, as well as community gathering outcomes for the City at large.  The deliverables of the project include a design report, conceptual plan and Class D cost estimates.  The consultant will be required to lead project administration, working with a team of City of St. Albert staff and representatives from the area developer, Averton Ltd.  The Consultant will also be required to support City-led public engagement, which includes provision of draft drawings, reference imagery, text-based information and support through subject matter expertise at engagement event(s), as will be determined between the City and the successful proponent.
