For

Noise Attenuation City Wide Data Collection – Phase 4

Notice of Intent to Award No.: 2026-0056

 

  1. Notice of Intent (“NOI”)

 

This Notice of Intent is issued by City of St. Albert (the “City’) for procurements as required by policy and trade agreements in relation to a specific procurement, as detailed below. 

This is a public notice indicating to the vendor community that the City intends to award a contract for goods, services or construction to a pre‐identified vendor, thereby allowing other vendors to signal their interest in bidding, by submitting a Statement of Capabilities. If no vendor submits a Statement of Capabilities that meets the requirements set out in this NOI, on or before the closing date specified above, the City may then proceed with the award to the pre‐ identified vendor.

The City has a requirement for Noise Attenuation City Wide Data Collection – Phase 4 for City use. The purpose of this NOI is to signal the City’s intention to award a contract for these services and/or goods to the vendor identified in this notice.

Before awarding a contract, however, the City provides other vendors with the opportunity to demonstrate that they can satisfy the requirements set out in this NOI by submitting a Statement of Capabilities during the posting period.

If other potential vendors submit Statements of Capabilities during the posting period that meet the requirements set out in the NOI, the City may undertake a public bid solicitation process in order to award the contract to a vendor that meets the City’s requirements. If no other vendor submits, on or before the closing date a Statement of Capabilities meeting the requirements set out in this NOI, a contract will be awarded to the pre‐selected vendor.

 

 

  1. Description of Procurement

 

Additional scope has been added to the Noise Attenuation City Wide Data Collection – Phase 3, to complete Phase 4.

 

The City requires design services for the following, for the additional scope:

  • Noise Modeling & Reporting – Update an existing computer noise model of three study areas that were identified during Phase 3 of the Project:
    1. Boudreau Road/Bellerose Drive Intersection – This study area will span from the northeast, starting at 1 Evergreen Close, to the northwest, ending at 17 Evergreen Close.  This will include residents in Evergreen Close.
    2. Boudreau Road – This study area will span from the east, starting at Campbell Road and continuing west to Hebert Road. This will include residents in both Pineview and Akinsdale neighbourhoods. 
    3. Giroux Road – This study area will span from the east, starting at Larson Avenue, to the west, ending at 38 Lodgepole Crescent. This will include residents in both Lacombe Park and Deer Ridge neighbourhoods.
  • Creation of five scenarios for each of the study areas, including:
    1. Future noise climate with proposed alignment. This will use the most up-to-date future road alignments and updated traffic data (20 years into the future or whatever is provided by the City of St. Albert).
    2. Future noise climate with mitigation (1.83 m Barrier). This will model the same conditions as scenario a), with the addition of a 1.83 m noise barrier.
    3. Future noise climate with mitigation (2.44 m Barrier). This will model the same conditions as scenario (a) with the addition of a 2.44 m noise barrier.
    4. Future noise climate with mitigation (5 dBA Reduction). This will model the same conditions as scenario (a) with the minimum requirements to reduce the overall noise climate of the study area by 5 dBA.
    5. Future noise climate with mitigation (10 dBA Reduction). This will model the same conditions as scenario (a) with the minimum requirements to reduce the overall noise climate of the study area by 10 dBA.
  1. Justification of Award

     

Additional work is required to update (Phase 4) to the noise modeling and reporting completed in the Noise Attenuation City Wide Data Collection – Phase 3 project. This update will lead into the conceptual design of noise attenuation measures. 

 

The City has not called for an open competition for the noise modeling updates for the following reasons. The City continuing to use the existing consultant for Phase 4 will:

 

  1. Deliver verifiable economic advantages to the City by avoiding rework and leveraging the original noise model the Consultant already developed, resulting in direct cost savings through economies of scale.
    1. Ensure the City receives consistent and timely reporting, as no additional time beyond June 30, 2026 would be required to review or recreate the original noise model, enabling efficient scheduling and completion of the work in Phase 4.

 

  1. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)

Any interested vendor must demonstrate in a Statement of Capabilities that it meets the following:

  • APEGA certification with a Permit to Practice
  • Acoustical consulting experience with a focus on traffic noise monitoring, modeling, and reporting, municipal experience preferred
  • Ability to perform these services at the same or lower price and meet or exceed the completion date of June 30, 2026 within the budget and schedule indicated herein.

The term of the agreement will be in effect until the anticipated completion of Deliverables, which is expected to be June 30, 2026.
