This Request for Proposal (the “RFP”) is an invitation by the City of St. Albert (the “City”) to prospective bidders to submit bids for Annual Oil Grit Separator (OGS) Cleaning Program (2026-2030), as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”), and described generally as the work (the “Work”). 

The Work, to successfully clean eight (8) City owned oil & grit interceptors (OGI’s) located throughout St. Albert, to be undertaken is generally described as:

• Remove OGS surface floatable solids, sheens, materials, and accumulated sediment within the receiving and secondary chambers of each unit.
• Obtain water and sediment samples adhering to the procedures highlighted in appendix D prior to cleaning OGS'.
• Dispose of all tested OGS waste at the designated City hydrovac transfer site located at Villeneuve Road.
• Decant all stormwater from the OGS' into designated water containment bins at the City hydrovac transfer site.
• Report the calculated/most practicable estimate volume (in cubic meters) of all waste debris removed from each OGS.
• Report the calculated/most practicable estimate volume (in cubic meters) of all stormwater removed from each OGS.

All Work is to be completed in accordance with the November 2021 edition of the City of St. Albert Municipal Engineering Standards and Appendix D – General Requirements and Specifications
