This Request for Proposals (the “RFP”) is an invitation by the City of St. Albert (the “City”) to prospective proponents to submit proposals for Children’s Bridge (BF78065) Design & Construction Management Servicesas further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).

The City of St. Albert is requesting proposals from qualified, licensed, and professional consulting firms to provide design engineering and construction management services required for the rehabilitation of the Children’s Bridge (BF78065). Also included in the project scope is design engineering and construction management services for pedestrian nodes at the north and south ends of the bridge for the Founder’s Walk Phase 3 project and electrical design for a power feed and handrail lighting on the bridge. Note that 60% design drawings are complete and included in Appendix D of this RFP.

This project targets the rehabilitation of the Children’s Bridge (BF78065), which was originally constructed in 1980. The bridge and adjacent trails make up a portion of the City’s downtown trail system and run along the north and south banks of the Sturgeon River. It is a tourist attraction within the City and carries pedestrian traffic over the Sturgeon River at SW 4-54-25-W4M. The existing structure consists of a 2 span (13.3m – 40.3m) cable stayed orthotropic steel deck superstructure, supported with a single steel tower and a cast-in-place concrete substructure. The bridge has a clear deck width of 3.0m.

Included in scope are detailed design and construction management services for the following:

  • Rehabilitation of bridge as outlined in Associated Engineering Technical Memorandum titled “St. Albert Children’s Bridge Rehabilitation”, February 17, 2023.
  • Some users have noted discomfort when using the bridge due to noted frequency of vibration and vertical movement of deck. Conduct a review of the bridge dynamics to determine the bridge behavior and identify any actions that may be appropriate to address the perceived user discomfort.
  • Provide recommendations for stiffening the bridge to mitigate vertical movement of deck and eliminate perceived discomfort of bridge users. Once a methodology has been determined, this is to be included in the design and tender package for implementation with bridge rehabilitation construction.
  • Electrical design for a new power feed and power distribution cabinet with a dedicated utility (Fortis) transformer to provide handrail lighting for the Children’s bridge. This includes but not limited to completion of design for handrail lighting, power feed, distribution cabinet/transformer, and any other associated shallow utility work for inclusion in design and tender package.
  • Completion of design for Founder’s Walk Phase 3 pedestrian nodes at the north and south ends of the bridge (based on 60% designs) for inclusion in design and tender package.
