  1. Notice of Intent (“NOI”)

 

This Notice of Intent is issued by City of St. Albert (the “City’) for procurements as required by policy and trade agreements in relation to a specific procurement, as detailed below. 

This is a public notice indicating to the vendor community that the City intends to award a contract for goods, services or construction to a pre‐identified vendor, thereby allowing other vendors to signal their interest in bidding, by submitting a Statement of Capabilities. If no vendor submits a Statement of Capabilities that meets the requirements set out in this NOI, on or before the closing date specified, the City may then proceed with the award to the pre‐ identified vendor.

The City has a requirement for Computer Assisted Mass Appraisal software and maintenance provider for City’s use. The purpose of this NOI is to signal the City’s intention to award a contract for these services and/or goods to the vendor identified in this notice.

Before awarding a contract, however, the City provides other vendors with the opportunity to demonstrate that they can satisfy the requirements set out in this NOI by submitting a Statement of Capabilities during the posting period.

If other potential vendors submit Statements of Capabilities during the posting period that meet the requirements set out in the NOI, the City may undertake a public bid solicitation process in order to award the contract to a vendor who meets the City’s requirements. If no other vendor submits, on or before the closing date, a Statement of Capabilities meeting the requirements set out in this NOI, a contract will be awarded to the pre‐selected vendor.

 

  1. Description of Procurement

The city intends to award the delivery of the CAMA software to Catalis Technologies Ltd. The scope of work includes a CAMA software system that has a Province of Alberta focus through the Municipal Government Act and related Alberta assessment and tax regulations. 

The scope includes the following:

  • Integration with other programs including the Marshal and Swift Commercial Cost Estimator, Apex sketching software, Pictometry, Tempest, and RAE technologies.
  • Contain user manuals/guides, training sessions and recordings
  • Maintenance plan, bug fix process, tech support (i.e. Alberta assessment tech support background and support for emergent issues including response and resolution times)
  • Analytics and report functions for the assessors and assessment roll
  • Ability to query data in SQL format and run reports
  • Integration with Alberta assessment and tax legislation
  • Alberta assessment manuals including commercial, industrial, residential, and farmland manuals with ability to update or modify rates

 

  1. Justification of Award

The decision to award a single source contract to Catalis Technologies Ltd. is based on its integration with Alberta legislation and valuation requirements.  Catalis (CAMAlot) is developed by Alberta assessors, the software’s evolution and enhancement have been developed while serving many Alberta municipalities.  The support provided by their team contains two accredited members of the Alberta Assessors’ Association.

Catalis Technologies Ltd (CAMAlot) as single source contract is in the best interest of the municipality. CAMAlot is the current provider of software and maintenance to St. Albert’s assessment department. 

Catalis (CAMAlot) has developed updated costs to the 2014 Residential Provincial Manual which affect over 18,000 properties within St. Albert.

Awarding a single source contract to procure Catalis Technologies is based on the following factors:

  • Compliance with Legislative Standards;
  • Understanding of Alberta legislation including the Municipal Government Act, 
  • Assessments compliance with exemption regulation and matters related to other  assessment regulations;
  • Excellent understanding of the Alberta framework and its effect on CAMA models;
  • Integration with Supporting Assessment and other City of St. Albert Systems: 
    • CAMAlot contains licences within its package that include, Marshal and Swift Valuation Services, Apex sketching software, and Pictometry
    • Embedded reports are available to the Edmonton Real Estate Board
    • CAMAlot software integrates with St. Albert’s tax provider software (Tempest)
  • Seamless Implementation Process:
    • Existing staff have a strong familiarity and high level of experience with the program enabling the city to leverage tools and allow us to avoid unnecessary training expenditures. 
  • City Assessment Staff are fully trained on CAMAlot software and fully familiar with how it works; implementation of the new CAMA software will require significant resources to integrate with other City systems and substantial amount of time to train employees on the new software. Therefore, keeping the current CAMA software provided by Catalis Technologies Ltd. offers the City a tangible economic advantage. 
  1. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)

Any interested vendor must demonstrate in a Statement of Capabilities how they meet all the listings below. The City reserves the right to validate the submitted Statement Capabilities within a set time period (if applicable):

  1. Ability to supply the solution at the same (if not exceeded) requirements, as noted in Section 2. Description of Procurement, and 3. Justification of Award.
  2. Ability to supply the solution at equal or lesser cost.
  3. Must comply with Technical Standards: 
  • Must meet the requirements of Alberta legislation, apply statistical models, use market data, provide 3 approaches to value, ratio studies, regulated property modules, and support the full assessment cycle.
  • Must meet the requirements for integration and synchronization ibetween Tempest (Prospero) permit and application records and spatial features including addressing, parcels, districting, and shared geodatabase and application architecture enabling seamless data exchange between permitting, applications, and asset management.
  1. Integration must meet operational requirements and have enough time allocated to training  the City’s technical staff to ensure seamless tax assessment rollout on time;
  2. Must be fully compliant with City Council Policy C-FS-05 Budget and Taxation Guiding Principles.
  3. St. Albert’s provider must be capable of supplying a market modified cost approach for residential properties. 
  4. Must include income approach and cost module requirements. 
  5. An ability to input regulated inventories of machinery and equipment and farmland is also required. 
  6. Proven background of providing successful CAMA software systems to other, similar sized, Alberta Municipalities.

 

  1. Award Details 

    a. Vendor (pre-identified): Catalis Technologies Ltd

    b. Time Frame for Delivery or Length of Contract and Extension Options: It is anticipated that the resulting contract will be awarded on May 1st, 2026 and will be for a term of 5 years or 60 months.

    c. Value: $284,000excluding GST.
