1. Notice of Intent to Award (“NOIA”)

This Notice of Intent to Award is issued by City of St. Albert (the “City’) for procurements as required by policy and trade agreements in relation to a specific procurement, as detailed below. 

This is a public notice indicating to the vendor community that the City intends to award a contract for goods, services or construction to a pre‐identified vendor, thereby allowing other vendors to signal their interest in bidding, by submitting a Statement of Capabilities. If no vendor submits a Statement of Capabilities that meets the requirements set out in this NOIA, on or before the closing date specified above, the City may then proceed with the award to the pre‐ identified vendor.

 

The City has a requirement for the purchase of subscription of Streetlight InSightSoftware. The purpose of this NOIA is to signal the City’s intention to award a contract for these services and/or goods to the vendor identified in this notice.

Before awarding a contract, however, the City provides other vendors with the opportunity to demonstrate that they can satisfy the requirements set out in this NOIA by submitting a Statement of Capabilities during the posting period.

If other potential vendors submit Statements of Capabilities during the posting period that meet the requirements set out in the NOIA, the City may undertake a public bid solicitation process in order to award the contract to a vendor that meets the City’s requirements. If no other vendor submits, on or before the closing date, a Statement of Capabilities meeting the requirements set out in this NOIA, a contract will be awarded to the pre‐selected vendor.

2. Description of Procurement

Renewal of Annual subscription for Streetlight InSightSoftware, with additional services associated to big data collection and customizable analysis for vehicles (all classes of vehicles), pedestrians and cyclists as related to volumes, speed, corridor travel, route times, origin/destination, turning movements, zone to zone activity and congestion levels. 

 

3. Justification of Award

Streetlight Data has current year and historical years road user data available for analysis of growth and demand assessments and comparisons to help in identifying current and forecasted transportation demands. 

Streetlight Data is currently established with City zones and there is recognized regional use of the service provider from key areas of influence, such as City of Edmonton that may have regional mobility data available for use, as well as professional service providers performing the technical studies that have experience with the Streetlight Data platform. 

City staff are proficient in the use of Streetlight Insight resulting in time saving analytics.

The City is embarking on performing the technical analysis for its’ Mobility Strategy. With the renewal of the annual subscription with additional services, that are made available with subscription, this service will be used for technical studies required, to provide greater confidence of the timeline for the project deliverables to be achieved, for the City’s Mobility Strategy work in 2025. 

 

4. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)

Any interested vendor must demonstrate in a Statement of Capabilities that it meets the following:

  • Service must be available for use by February 1, 2025, with the service in place for one year.
  • Shall be capable of Customizable creation of zones for traffic analysis with the entirety of the City of St Albert being included within the review/ analysis area boundaries.
  • Ability for Analysis of data outside of the City of St Albert boundaries.
  • Shall contain multi-year data sets, with up to date (2024) data associated with vehicles (all classes), pedestrians, cyclists, large loads. Minimum timeline of data from 2019 to 2024.
  • Perform analysis of transportation demands for individual or compiled road users or classes with customizable reporting on time of day or time periods, volumes, speeds, classes, corridors, travel times, congestion, origin/destination, turning movement counts.
  • Analysis must be usable by designated users (City staff, consultants or professional services on behalf of city projects).
  • Output Reports must be available within reasonable time frames, subject to the analysis type; not to exceed 48 hours from report creation and system analysis request.
  • The ability to provide in-house analysis and output reports as a service on behalf of the City, as required. 

 

5. Award Details 

Vendor (pre-identified): Streetlight Data Inc. 

a. Time Frame for Delivery or Length of Contract and Extension Options 

It is anticipated that the resulting contract will be awarded for 12 months.

 b. Value: $ 45,321.48 excluding GST

 

6. Deadline for Statement of Capabilities

The submission deadline for this NOIA is January 7,2025 @ 2:00:00 PM Local time.
