This Request for Proposals (the “RFP”) is an invitation by the City of St. Albert (the “City”) to prospective proponents to submit proposals for 2025 Utilities Master Plan, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

The City of St. Albert, Utilities Services Branch, is seeking proposals from qualified, licensed, and professional engineering consulting firms to develop a comprehensive, citywide Utilities Master Plan (UMP) that encompasses water, wastewater (sanitary), and stormwater systems. The objective of the UMP is to establish an integrated and data-driven strategy that informs long-term infrastructure planning, operational optimization, and capital investment prioritization over the next 25 years.

The successful proponent will be responsible for providing integrated engineering services that include hydraulic modeling, flow monitoring analysis, capacity assessments, infrastructure condition evaluation, and development of prioritized capital improvement plans. The project will consolidate existing data, models, and servicing plans into a unified document that reflects current conditions and projects future needs over a defined planning horizon.

This UMP must incorporate operational feedback, asset management data, subcatchment delineation, updated infiltration and inflow (I&I) assessments, climate change resiliency considerations, and servicing strategies for both existing urban areas and future development lands, including annexation areas.

This RFP aims to select an experienced consulting firm to develop a unified, citywide Utility Master Plan that is practical, technically sound, and supports informed decision-making across all departments.

Awarded Summary

That the contract for the provision of engineering services for the development fo the
2025 Utility Master Plan be awarded to Stantec Consulting Ltd. in the amount of
$798,406.35.

The purpose of this report is to award the contract for Engineering Services for the 2025
Utility Master Plan development. The project will undertake the development of a
comprehensive 2025 Utilities Master Plan (UMP) to guide the long-term management of its
water, wastewater, and stormwater systems. This plan will consolidate previous utility studies
into a single, integrated framework that supports sustainable growth, operational efficiency,
and capital investment prioritization over a 25-year horizon. The selected engineering
consultant will complete detailed hydraulic modeling, system performance assessments, and
GIS integration, while developing servicing strategies for both existing urban areas and newly
annexed lands. The UMP will incorporate climate resiliency, infrastructure condition data, and
updated design criteria to inform future upgrades and development planning. The final
deliverable will be a unified, data-driven master plan that ensures reliable, cost-effective, and
sustainable utility service delivery for the City’s current and future needs.
A request for proposals (RFP) was posted to Bids & Tenders and APC on June 27, 2025
with a closing date of August 28, 2025. Five (5) consultanting firms submitted a proposal in
response to the RFP. All five consultants' proposals were evaluated and the top three score
consulting firms were interviewed. Ingterviews were held Oct 2 and 3. The RFP was
evaluated based on the criteria noted in the table below.
The bids were evaluated by a team made up of four members from the City of St. Albert
Utilities Services Branch. Individual evaluations were completed by each member with a joint
team review to finalize and establish a consensus rating score followed by an interview of the
top three scored bid submissions. Based on the evaluation process identified, it is
recommend to award the project to Stantec consulting Ltd.
