This Request for Proposals (the “RFP”) is an invitation by the City of St. Albert (the “City”) to prospective proponents to submit proposals for the 2023 Hebert Road Improvement Project – Phase 1, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

The work to be undertaken is generally described as: 2023 Hebert Road Improvement Project – Phase 1 in the City of St. Albert and includes, but not limited to:

  • Civil – Roadways: excavation, remove, dispose, and replace existing curb and gutter. Remove, dispose, and replace existing concrete median. Remove, dispose, and replace existing concrete pedestrian ramps. Cement stabilization. Miscellaneous cement concrete and asphalt concrete pavement work, cold milling, road base repair, subgrade preparation, supply and install of granular base course, asphalt concrete base (variable depths), asphalt concrete (20mm B & HT mix types), concrete curb and gutter, curb ramps and miscellaneous concrete works.
  • Civil – Stormwater: remove and dispose existing infrastructure, supply and install new catch basin frame & covers and grade rings, and manhole frame & covers and grade rings.
  • Civil – Landscape boulevards: removal and replacement of topsoil and seed and/or sod.
  • Project management: on a weekly basis, attend (virtual and/ or in person), participate, provide updates on health and safety, sequencing of work, construction schedule and financial updates.
  • Stakeholder communication: notify and advertise appropriate residents, businesses, motorists and active transportation users of upcoming work. Direct communication is essential with affected stakeholders throughout the planned and duration of construction.
