This Request for Proposals (the “RFP”) is an invitation by the City of St. Albert (the “City”) to prospective proponents to submit proposals for 2026 Asphalt Mill & Inlay and Concrete Upgrades – Locals and Collectors, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

The Work generally includes concrete, asphalt, utility and landscape upgrades to select Local and Collector roadways in St Albert. The concrete upgrades generally include the removal and replacement of concrete assets including sidewalks, curb and gutter, driveway aprons and medians. The asphalt upgrades generally include the milling of roadways and paving with HT and LT mix designs. The utility upgrades generally include removal and replacement of existing frame, covers and slab tops as well as adjustment of surface infrastructure. Landscaping requirements generally include removal and replacement of grassed areas as required.

Project management requirements generally include attending weekly meetings, providing updates on key performance indicators, communicating with impacted stakeholders throughout construction, obtaining required permits and supporting the execution of the project.
