This Request for Proposals (the “RFP”) is an invitation by the City of St. Albert (the “City”) to prospective proponents to submit proposals for Fowler Way Design Services, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

The City of St. Albert (the City) is requesting proposals from qualified, licensed and professional consulting firms to provide engineering services for Fowler Way.

A functional planning study for Fowler Way was completed in 2018 that provided a conceptual design complete with an approved horizontal alignment and a Class D Construction Cost Estimate ( /- 50%). Subsequent environmental, historical resource, geotechnical and traffic assessments, as well as conceptual alignment modifications were completed in 2022 & 2023. 

This RFP is being used to procure consulting design services to complete the next phases of design for Fowler Way which will include but not be limited to:

• Environmental & Historical Resource Assessments (Including Permitting)
• Geotechnical Investigation & Assessment
• Land Acquisition
• Design Services
  • 60% Design for full corridor from St. Albert Trail to the interim direct connection at Ray Gibbon Drive (RGD)
  • 30% Ultimate Concept for future RGD/Fowler Way Interchange
  • 90% & Issue for Tender (IFT) for St. Albert Trail (SAT) Tie-in (Approximately 400m West of St. Albert Trail to St. Albert Trail)
