1. Notice of Intent (“NOI”)

This Notice of Intent to award is issued by City of St. Albert (the “City’) for procurements as required by policy and trade agreements in relation to a specific procurement, as detailed below. 

This is a public notice indicating to the vendor community that the City intends to award a contract for goods, services or construction to a pre‐identified vendor, thereby allowing other vendors to signal their interest in bidding, by submitting a Statement of Capabilities. If no vendor submits a Statement of Capabilities that meets the requirements set out in this NOI, on or before the closing date specified above, the City may then proceed with the award to the pre‐ identified vendor.

The City has a requirement to update the servicing design brief for the Badger Lands Neighbourhood Plan. The purpose of this NOI is to signal the City’s intention to award a contract for these services and/or goods to the vendor identified in this notice.

Before awarding a contract, however, the City provides other vendors with the opportunity to demonstrate that they can satisfy the requirements set out in this NOA by submitting a Statement of Capabilities during the posting period.

If other potential vendors submit Statements of Capabilities during the posting period that meet the requirements set out in the NOA, the City may undertake a public bid solicitation process in order to award the contract to a vendor that meets the City’s requirements. If no other vendor submits, on or before the closing date a Statement of Capabilities meeting the requirements set out in this NOI, a contract will be awarded to the pre‐selected vendor.

2. Description of Procurement

The City requires a revision to the Servicing Design Brief provided by Stantec from the RFP 2025-0069’s deliverable for the additional information pertaining to the Badger Lands       study area:

1. Due to additional details of the land surrounding the Badger Lands study area, and

2. Requiring new information on land uses involving the Badger Lands study area.

    

3. Justification of Award

Additional work is required to update the Servicing Design Brief for the Badger Lands study area.

The City has not called for an open competition for the updates for the following reasons:

The City continues to use the existing consultant, Stantec, for the updates to the Service Design Brief it will result in economic savings:

1. By avoiding rework and leveraging the findings of the original Service Design Brief that Stantec already developed, to update the Servicing Design Brief on the land surrounding the Badger Lands Study area and
2. By utilizing Stantec’s intimate knowledge of the modelling and servicing background for the Badger Lands Study area to update the information on land use.

4. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)

   Any interested vendor must demonstrate in a Statement of Capabilities that it meets the following:

• APEGA certification with a Permit to Practice
• Intimate knowledge of the design and modelling background for the neighborhood plan and Servicing Design Brief for the Badger Lands,
• Municipal experience preferred

• Ability to perform these services at the same or lower price and meet or exceed the tentative completion date of August 30, 2026 within the budget and schedule indicated herein.

   

5. Award Details 

   a. Vendor (pre-identified): Stantec Consulting Ltd.  

   b. Time Frame for Delivery or Length of Contract and Extension Options

         The term of the agreement will be in effect until the completion of the Deliverables, which is expected to be August 30, 2026

3. Value: $40,000excluding GST.

6. Deadline for Statement of Capabilities

The submission deadline for this NOI is July 15, 2026 2:00:00 PM Local time.
